Add a product page documenting app entitlement routing rules: app-scoped, priority-ordered rules that resolve the request policy and access request settings for entitlements via a Basic builder or CEL condition. Includes a section on how the CEL condition works for sparse apps, where the granted role and scope are exposed as entitlement.role.* / entitlement.scope.*. - product/admin/entitlement-routing-rules.mdx: new feature page - rap/cel-expressions/env-app-entitlement-routing.md: CEL KB env reference - docs.json: add page to the Access requests nav group - expressions.mdx / expressions-reference.mdx: register the new CEL context - rap/cel-expressions/index.md: index the new env file Co-authored-by: c1-squire-dev[bot] <c1-squire-dev[bot]@users.noreply.github.com>
